These reductions, combined with potential tax law changes, could jeopardize the IRS’s ability to process returns and deliver timely refunds. The report also critiques the IRS’s outdated technology, urging prioritization of three taxpayer-focused IT projects: enhancing online accounts for full functionality, digitizing paper return processing, and integrating the IRS’s 60 fragmented case management systems to improve customer service.


The TAS report outlines nine advocacy objectives for 2026, including reducing IDTVA case resolution times to four months, improving online account functionality, and expediting Employee Retention Credit claim processing. Notably, the IRS agreed to implement 55% of the 77 administrative recommendations from the 2024 report, signaling a commitment to progress but leaving room for improvement.
